Here is a Lionel 97 Coal Elevator/Loader from 1946-50. This classic accessory provides both loading and unloading action. When set between two parallel tracks, an operating dump car (like a 3559 or 3469) dumps its coal load into the bin on the front scoop of the 97. Then the chain buckets lift the coal into the building atop the tower.
